Quite often Photoshop is loaded with some extra tools that are being tried out but not quite ready for prime time. These can be accessed by choosing Photoshop>Settings>Technology Previews (PC: Edit>Preferences>Technology Previews). Now you can see all the experimental features that you can turn on or off by checking their boxes. If you have issues with Photoshop misbehaving, this should be one of your first stops. Turn off all Technology Previews, except for Deactivate Native Canvas (turn this on), restart Photoshop, and see if your problem has gone away.
