Using the Crop tool to rotate an image is a great way to fix a crooked horizon. The only problem is if the image is on a layer, there will most likely be white or transparent corners where the image cuts off after you rotate and crop it. This is usually fixed with resizing the image, the Patch tool, or Content-Aware Fill. Did you know that Photoshop can automatically apply Content-Aware Fill to the edges after you’ve rotated the image? When the Crop tool (C) is selected, go up to the Options Bar and turn on Content-Aware. After you rotate and crop, Content-Aware Fill will do its magic and fill in those missing corners.
